The government of the Democratic Republic of Congo has claimed victory over the M23 rebels. A spokesperson for the government said the rebels had surrendered overnight and those that remained fled across the border into Uganda. The M23 has yet to confirm the claims. DR Congo special forces led the assault backed by UN tanks and helicopters. Rebel military leader Sultani Makenga is believed to have fled to either Rwanda or Uganda as the army cleared an M23 stronghold of Bunagana. Fighting broke out in 2012 and close to a million people have been displaced by the conflict. As the fighting continued African leaders and international envoys met in South Africa and called on both sides to lay down their arms. On Sunday the M23 announced a ceasefire, which the Congolese army claimed was a lie. M23 leader Bertrand Bisimwa said his forces continued fighting because they came under government attack.
