Join Us As The New $6.3M OSH Control Tower Is Dedicated Near the close of this year's 2008 rendition of the annual Oshkosh aerial extravaganza, a new Oshkosh control tower was dedicated, and done so in the presence of a plethora of federal and local officials. After some opening remarks by Great Lakes Regional Administrator Barry Cooper, both EAA President Tom Poberezny and FAA Acting Administrator Robert Sturgell spoke of the beautiful new facility and the commanding view from the top. Mark Harris, Winnebago County Executive, thanked the FAA for funding the tower and remarked how happy the citizens of Winnebago County are to have a new facility with no additional taxes. A plaque was presented to Lake Hub Manager -- and, during AirVenture, Oshkosh Tower Manager -- Wanda Adelman, dedicating it as of August 1, and the ribbon was cut in commemoration of the event. The new control tower is 141 feet tall with a base building of 8827 square feet made of precast concrete walls. Designed by Omni Associates of Appleton, WI with the general contractors Miron Construction Company of Neenah, Wisconsin, it is a state-of-the-art facility that makes the old tower seem small, decrepit, and outdated by comparison. With a construction cost of about $4 million, the total price tag including equipment and furnishings is roughly $6.3 million. The money was provided to the state by a block grant from the FAA, which is then passed on to the county to pay the contractors. Originally planned to be located in the Fly Market area, the new location to the southeast was selected by computer-generated siting, accomplished in the labs of the FAA Technical Center, Atlantic City, NJ. The people flow through the tower cab and the increased space makes for a much more efficient operation, especially during AirVenture when it's normal to have 12 people in the cab at any time. The conference room in the base building allows for the pre- and post-shift briefings between the FAA and EAA flightline personnel. It is a very functional and modern facility, that will be used for many years, and serve as an iconic landmark to all things Oshkosh. A Number of Eclipse Buyers Talk About Their Decisions Wow; what a difference a few weeks make... ANN's Aero-TV crews spent some time in Albuquerque a few weeks back, before Oshkosh and the startling events that occurred there -- and chatted up a number of Eclipse owners/buyers about their thoughts about the airplane, the industry, and the issues of the day. We present their discussion for your perusal, and look forward to getting back to some of these same people in the next year to see how their answers, concerns and aspirations have held up as Eclipse remakes itself -- post Raburn. We covered some interesting ground... from the recently announced Eclipse 400, to the price increase Eclipse instituted for the Eclipse 500 twin jet program so that the company could work its way to profitability. The Eclipse 400, in particular, was on the tip of everyone's tongue. After completing 10 months of extensive research on the ECJ, Eclipse claimed back in may that they were "confident this is the perfect aircraft for the emerging single-engine jet market. As many of you have experienced firsthand, this jet inspires people. It immediately captures their imaginations, and when they look a little closer and begin to grasp the level of performance and value it delivers they are truly blown away." Previous Eclipse customers were the first allowed to place deposits on the 1.35 million dollar Eclipse 400. Public deposits were accepted, for the first time, during at EAA AirVenture 2008. The Eclipse 400 will be powered by a Pratt making it the world s most fuel-efficient jet aircraft. It seats four and cruises at 41,000 feet, nearly four miles above its closest competition. It will also feature the most sophisticated flight deck and complete aircraft integration available in general aviation. The Eclipse 400 is priced at $1.35 million in June 2008 economics, and at last report, Eclipse hopes to start delivering Eclipse 400 jets in the 4th Quarter of 2011. With good news came some not so good news... Eclipse raised the price of the Eclipse 500 to $2,150,000. The company noted that the increase became necessary for Eclipse to move forward on a financially-sound basis. The reality is that the slope of their production ramp has been slower than they had hoped, and this has impacted their ability to deliver this airplane for the cost originally targeted. While they may have pursued many other alternatives to rectify this situation, they decided that now was the time to take this action to lower their break even point and move the company toward profitability in 2009. Since then, Eclipse has tightened its belt even more... making tough decisions designed to hasten the company's recovery from its current difficulties and to put it on a course that insiders assure ANN will get them off to a more solid footing by the middle of next year. US Fish and Wildlife Service Chooses The Kodiak To Monitor Waterfowl Populations Waterfowl all over North America may soon have to get used to a new but increasingly familiar sight... that of a massive Quest Aircraft Kodiak Turbo-Prop... an airplane chosen by the US Fish and Wildlife Service to conduct surveys and monitoring under the watchful eye of our Department of the Interior, in cooperation with other affected nations. This aircraft will operate far from home, often in remote areas and have to cover a lot of ground... and on land or water, the Kodiak seems like the ideal aircraft for one of the most demanding missions in the world. Early in 2008, Quest Aircraft Company delivered its first customer Kodiak turboprop, to launch depositor Spirit Air... marking the company's latest step in its transition from an aircraft developer, to a full-fledged planemaker. The completed aircraft was delivered to Spirit Air in a presentation ceremony in late January, at the company s headquarters in Sandpoint, ID. Spirit Air was the lead commercial customer for the Kodiak when the company began taking deposits in May 2005. As ANN has reported, the Kodiak received FAA Type Certification on May 30 of last year. Quest says it continues to work with the FAA to achieve its production certificate, at which point the company hopes to make progress against what is currently a three-year delivery backlog. Quest states the all-aluminum Kodiak combines superior STOL performance and high useful load. Powered by a single Pratt & Whitney PT6 turbine engine, the Kodiak is capable of working off floats without structural upgrades and has the ability to land on unimproved surfaces. The Kodiak can take off in under 700 feet at full gross takeoff weight of 6,750 lbs with a useful load of 3,325 lbs and climb at over 1,700 feet per minute. A three-screen Garmin G1000 integrated avionics suite is standard equipment on the Kodiak. Quest notes they were the first installation in a turboprop aircraft of the popular G1000 (Cessna has since followed with its own G1000 installation in the Caravan.) Thanks to Avidyne's Q4-bound MLX770, however, all that is about to change. The two-way datalink receiver will not only enable pilots to have access to the radar mosaic for most of the world along with weather conditions, but it will add support for text messaging right from the MFD. And we're not talking about CPLDC -- we're talking bona fide SMS. To keep pilots from chatting away too much unnecessarily, the system will limit messages to 32 characters, and beyond that, each message sent will run between $1 and $2. Not Just Another Pretty Set Of Rotors While perusing the wares at HAI 2008, we had the chance to catch up with a helicopter that, frankly, rarely seems to get the attention it deserves. Enstrom's 480B, a carefully updated and accomplished turbine helicopter may be one of the industry's best kept secrets but we're pleased to see that the secret seems to be finally giving way to more attention for a solid rotorcraft. Enstrom tells us that the 480 series was developed to provide a more affordable, but equally competent, light turbine helicopter to a market historically dominated by the Bell 206B Jet Ranger and MD500. A thorough development program, which included three test aircraft and over 1500 hours of flight verification, led to FAA certification to FAR 27 standards in 1994. FAR 27 is a more current and rigorous certification basis than that achieved by the competitors in this class. The moist recent iteration, the 480B series, has now been certified in 16 countries and has already been operated in 18 countries. With over 90 aircraft in the field now, the 480B is proving to be a popular choice for a wide range of applications, including personal transport, flight instruction, law enforcement, power line patrol, executive transport (charter), electronic news gathering, pipeline patrol, aerial photography, sightseeing, and cargo/passenger delivery. The E-480B boasts a Gross Weight of 3,000 lbs, an Empty Weight (Std. Equip.) of 1,820 lbs, and a Useful Load of as much as 1,180 lbs. The 480B cruises as fast as 109 kts (TAS @ 3,000 ft./3000 lbs.), with a Service Ceiling of 10,000 ft (at 3000 lbs.). The 90 gal fuel capacity offers a max range of 370 NM at 3000 ft (with an endurance of 4.5 hours). The Enstrom is powered by a 420 SHP Rolls-Royce 250-C20W Turbine offering a Max Rate of Climb (@ SL/3000 lbs.) of 1,600 fpm. Hover ceilings measure out at 12,300 ft (HIGE at 3000 lbs.), while the Hover Out of Ground Effect (HOGE) capabilities are tagged at 5400 feet (again, at 3000 lbs). We Check Out Bill Scheltema's BEAUTIFUL Aircraft At AirVenture 2008! Meet Bill Scheltema... a Michigan man who spent 20 years building his own airplane, and is justifiably proud of the result of his hard work. Last month at AirVenture 2008, Aero-TV Video Journalist Nathan Cremisino was walking through the homebuilt area... and stopped to shoot some B-roll footage of a pretty low-wing plane with a beautiful "pegasus" painted on its tail. Bill soon came over, and started to point out some of the special features of his airplane... so Nathan handed Bill a microphone, so he could give us all a guided tour! Bill's Mustang II shows incredible attention to detail, and sports better fit and finish than we've seen on some far-pricier certified planes. From the well-organized engine compartment housing an IO-360... to the all-leather cockpit, fronted by a wood-finished instrument panel, and the "escape hatch" Bill designed himself... to a lockable tailwheel connected to the plane's flaps through a special linkage Bill also fashioned... the end result of Bill's efforts is an aircraft any of us would be proud to have in our garage! Yes, we said 'garage.' Bill says he considered other aircraft, including certified planes like Bonanzas... but opted for the Mustang II in part due to its folding wings that allows him to "putter" with his plane at home, with A/C in the summertime and heat in the winter. He then trailers the plane to his local airport. Bill's handiwork was recognized in Lakeland earlier this year, where he took home the Grand Champion award for plans-built aircraft. That follows the Bronze Lindy he received at AirVenture 2006.
