After 17:00 and in the weekend the speed of our internet drops beneath 300 KB/s with our 24 Mbit/s connection. This only happens to certain protocols like news and bit-torrent. This means that Net-Neutrality is no longer respected by the Dutch ISP Chello also known as UPC. Na 17:00 en in het weekend zakt de snelheid van ons internet tot onder de 300 KB/s ment onze 24Mbit/s verbinding. Dit gebeurt alleen met bepaalde protocollen zoals nieuws en bit-torrent. Dit betekent dat Chello(UPC) geen respect meer heeft voor Net-Neutrality.

Cox Caught Blocking BitTorrent

Remember that web-based tool to test whether your ISP is blocking BitTorrent that we linked to a couple weeks back? Thousands of broadband users around the world have tried it in the last couple of weeks. Well the results are in, and guess what? Comcast isn t the only U.S. ISP with anti-P2P network management in place. Fellow cable provider Cox was also caught interrupting its subscribers BitTorrent uploads. The Max Planck Institute for Software Systems, out of Germany, found that Cox interfered with roughly 50 percent of all measured transmissions. It also confirmed that Comcast is still actively blocking BitTorrent, despite numerous assurances to favor a protocol-neutral approach to network management. In fact, Comcast seems to be even stricter than Cox, disrupting roughly two-thirds of all uploads. The Max Planck Institute is using a Java applet that simulates BitTorrent uploads to detect manipulations, such as the forged reset messages used by Comcast to end P2P transmissions. The applet doesn t test for throttling, meaning ISPs that simply slow down transfers and prioritize other types of traffic aren t detected, but the institute is working on proper ways to detect these types of interferences as well. The current tests also found cases of BitTorrent blocking at seven other U.S. cable ISPs, but Max Planck researcher Krishna Gummadi told the AP that those results weren t conclusive. His team didn t find any signs of interference from DSL providers. Regular NewTeevee readers shouldn t be too surprised by these findings. We reported back in February that virtually all major U.S. cable ISPs have provisions in their Terms of Service that allow them to use Comcast-style BitTorrent blocking. Cox, for example, tells its subscribers that it might engage in traffic prioritization and protocol filtering. The cable company s subscriber agreement also contains another red flag: You expressly accept that such action on the part of Cox may affect the performance of the Service. The new findings include another interesting tidbit that could give Network Neutrality advocates new ammunition. Comcast has in the past defended its measures stating that it would only interfere with BitTorrent to minimize network congestion. That s not true, according to the German researchers. They found instances of blocking around the clock and on every day of the week on the networks of both Comcast and Cox. Free Press Policy Director Ben Scott used these findings to once again call for Net Neutrality legislation. This research proves beyond a shadow of a doubt that consumers, Congress and the FCC must urgently pursue the complaints against network providers, said Scott. The Apollo Landing computer was impressive for it s day It s cycle time was 1 Mhz, 11 instructions. It had 1K of 16 bit words of erasable (RAM) core memory and 12K of read-only memory (ROM). And the VieVu wearable camera that was one of our CES Product of the Day selections in January of 2008 (4 hour of video, on board MPEG4 compression, 4 hours of battery life and 4GB of Flash memory ) is no less impressive. Thumbnail Views: Via Thumblicio.us SEARCH ANY STORY YOU HEAR ON THE PODCAST Exabytes and Politics by Andrew McCaskey The article from Ars Technica starts out with a reinforcement of all of the things that we have been hearing for the past ten years about the rise of net traffic - and with the advent of video upon us, it s easy to see how there is lots of room for the sort of sky is falling rhetoric that makes for good popular press, This article is a lot more interesting - in that the message is a bit more subtle - with the urgency provides the alarming cover for the real story. Years ago, when the fiber went into the mode, I know that much of the AT T single mode fiber that was pulled was actually 144 strands in an array. The first few years of service in the 1990 s there might be as many as two or four of those fibers in use- and the rest of it remained dark - unlit and unterminated. I ve not kept up with it the past few years, other than to note that around 2001 there were estimates that 95% of the fiber was still dark. And of course terminal equipment ( and the wavelength division multiplexing that revolutionized that market in the first bubble) has made that even more effective as far as capacity. So what s the fuss about ? That fiber is not in the last mile - and the investment that is going to be required - at least according to those doing the providing - is going to be so great that net neutrality is going to have to be put aside. I think I smell a rat - and just in time for a new congress to get an education from the lobbyists. Time to send another donation to EFF. As the the theory goes, the California business model of technology, finance and innovation is just the sort of breakthrough thinking and expertise that can break the electric car bottleneck. The practice may turn out to be something different. For all of the faults of the auto business, it must be pointed out that the sheer size and scope of the operations of a GM or a Toyota producing tens of millions of vehicles per year is something that is pretty ambitious, even by Valley standards. One bit of rationality that has crept into the discussion is the realization that we probally need at least two sets of vehicles - small and economical city cars and bio-diesel / extended range vehicles for long haul or thinly populated areas. The only fly in the ointment ? Rationality does not rule. If it did, there would be an immediate mandate on any Federally funded project to require paved sidewalks on any new construction from here on out. Consider how many miles of sidewalk got paved in your neighborhood and just how much of your daily life is walkable. That s the challenge. Without the ability to control content by scarcity of transmission capacity (as enjoyed by broadcasters for almost ninety years), businesses are going to be looking for a way to constrict the channel in some way so as to erect a toll booth. Some have speculated that we will look back in twenty years at this period of time as the Golden Age of digital media, and podcasts (like this one) a luxury before it went all corporate. You only have to look at the changes in the podcasting world over the past two years to see the saturation of public awareness over the blog of a politician - or his paid writer. Observe the podcast of a news reader of the celebrity stripe produced with obvious flair, professionalism and resources of many talented people. What I had not realized was the emerging cottage industry of technology that not only takes advantage of the quirks of some of the laser based speed guns - but also take into account the fact that at least in some states (such as Colorado) there is no legal requirement that a license plate be photographable - only that it be legible to the enforcing officer. The incident in California that pits the GPS record of a teenager s vehicle with the testimony of the radar gun operator will continue the cat and mouse game. Fun. AT THE SAME TIME, VIEWERS NOTED THAT MUCH MORE EXPLICIT VIDEOS OF STRAIGH WOMEN USING *REAL* VIBRATORS WERE NOT BANNED. THE RIAA HAS BEEN FAILING TO WIN ITS LAWSUITS AGAINST GRANDMOTHERS AND CHILDREN FOR QUOTE STEALING MUSIC. IT SOUNDS TO ME LIKE THE COURTS ARE FINALLY BEGINNING TO UNDERSTAND THE INTERNETS. PERHAPS THIS MEANS THAT DISASTEROUS LEGISLATION SUCH AS THE 1990 S DCMAA WILL NOT GET THROUGH AS EASILY NEXT TIME. Local news is the heartbeat of democracy, so why is it disappearing from many communities around the nation? Media consolidation isn't widely covered by the mainstream press, but potential changes being considered to the rules governing the nation's big media companies could have far reaching effects on democracy. Bill Moyers Journal devotes an hour to this important issue with a report on the disappearance of local news and community radio and in-depth interviews with journalist Rick Karr, media activist Hannah Sassaman, and FCC Commissioner Michael Copps.
