It's All About Right(s)

By Ellen Bahan

Send in the Clowns
You know loyal readers, I keep telling you, “As Seen on TV”, is nothing like attending in person, YOU HAVE GOT TO BE THERE!

This, loyal readers, is the best reality TV you are ever going to get. And to boot, it actually, directly affects the health and well being of your family.

The next council meeting is July 7, 2007 at 7pm, I expect to see that bevy of contestants vying for the council positions, present riding the funeral parlor chairs next to me.

This would avoid the taxpayers from having to send those newly elected to council training school, what better training than hands on?

Let me catch you up and what you have missed so far. At the budget workshop, when the police budget was to be discussed, chief yahoo approached the podium and blasted the council, saying that he was sick and tired of these personal attacks. Something I think was said back in the days of Napoleon and Hitler.

The council has so much more decorum than I do. My answer would have been, “Hey, you are a public servant! Your sole purpose is to serve the people of Methuen and we will, damn well ask just where and how you have spent all our monies entrusted to your care. After all you profess to have a degree in accounting, as well as Bridgeboy who was doing accounting work for his uncle.”

Boy, if this is how they take care of your money, look out folks. In light of the fact that we are now at $200,000 and counting that has been pilfered away fraudulently and must now be paid back to the Federal Government.

I would have followed this dissertation with those three little words… “YOU ARE FIRED!”
I know, I know… With the unions and civil service in control you cannot pull such a maneuver. Unions protect the slugs.

However, I do believe that since it is now two grants that are in question, Billy the Bridge has every right in the world to never renegotiate those two top screw ups’ contracts and summarily dismiss them from the Methuen Police Force.

And loyal readers do you think that they have only defrauded the public on two grants? Come on, you all know this is a life’s work! Fraud and intimidation!

Will Billy get rid of them? NAWWWWWWW! He is their friend and is directly responsible for their placement in the upper echelon of the police department. The boyz were put in these positions when Billy was chair of the council to protect him and his friends, to do his bidding and favors and for votes.

A move I believe I pooh poohed from the onset as you read in the last week’s reprint in Rumbo. So you see Methuenites, you do not even count! Billy the bridge knew of all there past and present indiscretions and still forged “forward together”!

Back to the budget hearings. After the maniacal display by Solomon, Billy bounded into action by engaging in yet a new dawwg and joey show about the negotiation of the superior officers contract by skirting the fact that even if the budget was ratified (and he was pushing for it), the council could still come back and renege if the contract was found to be not in the best interest of the citizens of Methuen.

Nowhere, let me repeat, nowhere was it mentioned that the two top screw-ups were going to receive a seven percent raise. Imagine how surprised I was to read that in the daily record of advertisement, death, Dear Abby and horoscope. Rewarding bad behavior with a huge raise according to private sector standards!

Now let me tell you where the clowns come in. In the past, the boyz and a couple of girlz, usually dressed in uniform, wearing their side arms would march into these meetings all full of themselves trying to intimidate the council into cowing to their demands.

I must say the marching has ceased, along with their numbers and now they are slinking in. They have been told via e-mail from the Prof of Forg, (J. Aiello, Patrolman’s Union President), not to wear their uniforms and to make sure they were off duty! UNBELIEVEABLE THEY HAVE TO BE TOLD! What does that tell you?

Because Billy is such a liar, at the council meeting on July 7, 2007, the council needs to call for reconsideration for the budget.

They need to eliminate the position of Deputy Chief, and to remove the position of Chief from civil service. This will not affect Solomon, but it will prevent the astronomical abuse that has been perpetrated by the likes of Solomon and Alaimo.

A future chief could be cut loose for far less indiscretions than what these two thugs have done to our town. AS IT SHOULD BE!

It is coming very soon now… bad boyz, bad boyz, whatca gonna do, whatca gonna do when they come for YOU! I wonder if this tune can be played on a bagpipe.

If it is good enough for the Flahertys of Haverhill, it should be good enough for chief yahoo and his trusty dawwg.

Larceny over $250 by continuous scheme, 5 years in prison, $25,000 fine.
Procurement fraud, 5 years in prison, $10,000 fine.
Conflict of Interest, 2 years in prison, $3,000 fine.
If the shoe fits! Two hundred thousand and counting.

Gone Fishin’
Did you all catch the article in the daily record of advertisement, death, Dear Abby and horoscope about the 6-week vacation for chief yahoo, leaving the dawwg in charge?
When I got over the fact that da dawwg was going to be in charge and dissected this bizarre article, it became very clear.

The boyz are fishin’ around to see who is leaking information to the press. So they concoct a memo, (more waste of taxpayers time and money), to see if they can trace when and where the information gets assimilated and then spit back out.

Well, they failed AGAIN! All it did was cause the citizens of Methuen to be appalled that chief yahoo was again rewarded for bad behavior in the form of six weeks vacation.

You know boyz, you are never going to find the leak… make that leaks! Even Marlin Perkins of Mutual of Omaha's Wild Kingdom wouldn’t be able to do that amount of fancy fishin’.

You might try that kid who has his finger in the dike, but then again between yous guys you do not have enough fingers and toes to assail the onslaught.

Loyal readers, they had a saying among the players/clowns… “Take a bullet for me!” I am only guessing it meant that those in the special overtime club were to cover the asses of each other! Damn, and to think there is no honor among thieves!
Start the bagpipe, let the singing begin!

Back Seat Mayor
Hey, bridgeboy, you know I have your back! Let me talk earnestly to you. I need to tell you what people are saying on the street. You said it yourself, “We used to be friends!”

Loyal readers, picture this: Bridgeboy at the wheel, me in the back, but I have to tell you it is getting pretty crowded in the back seat of Billy’s unmarked cruiser.

You know, with me, Matty K. and now add several favorite photographers and newspaper reporters as we cavort from photo op to photo op, trying to make chief yahoo a gentler, kinder, concerned police chief. Thems mighty tall orders!

It appears that Matty K. has had to forgo his teeth picking, hair combing, and shoe shining duties and arrange for a makeover for our embroiled chief.

I do hope everybody has been monito-ring the daily record of advertisement, death, Dear Abby and horoscope witnessing for themselves, chief yahoo, slinging meatballs at the senior center, placing Slow Children signs himself and demonstrating how they spend that $68,000 budget item on swat rehearsal at our grammar schools, which by the way, was supposed to be a secret, yet the boyz dressed in swat togs were pictured on the front page of the Valley Dispatch.

Hey, now that I think about it, Rumbo has never been notified for one of these “Feel Good” photo ops!

And as for the $68,000 line item on the budget, that is where the first payment of $23,000 was deducted from to pay back one of the federal grants that was purloined away by chief yahoo, his trusty dawwg and the rest of the boyz!

I wonder where the $170,000 is going to come from. I’m thinking the chief’s and the dawwg’s salary should be able to satisfy that payment nicely! Actually, with some to spare for when the hammer falls on all the other pending actions coming down against the boyz. They have a trail of carnage in their wake.

Police's 'dirty laundry' hits the Web

By Stephanie Chelf , Staff writer

METHUEN - Conflicts among some members of the Police Department have moved beyond the police station to the World Wide Web.

An anonymous blog, which appears to be written by a police officer, is adding "fuel to the fire" in an already contentious environment, said Mayor William Manzi.

Meanwhile, Police Chief Joseph Solomon has created a Web site he said he hopes will become a forum through which he can speak directly to residents. His intention is to provide "accurate information about the many false rumors that have been spread throughout our community," he said.

The Internet communication forums are symptomatic of a year of turmoil within the department, which began when the Department of Justice subpoenaed police grant spending records.

The blog - an online journal created through the free Web site www.blogger.com - calls out police officers for allegedly leaking information to the media and spreading rumors about the department.

The unidentified blogger writes about recent police incidents, including the chief's decision to punish two supervisors after catching a group of officers watching a New England Patriots preseason game on a Friday night. The blogger also writes about a lawsuit by a group of Hispanic officers.

"It's not a productive use of time," Mayor William Manzi said.

"To me, there's a lot of juvenile activity going on here. We need people to start acting like adults," he added. "It's certainly true we don't all have to like each other, but the nature of (police) work requires team work and some level of professionalism. This is not showing that."

Solomon said he doesn't know who wrote the blog or if it is a person who works inside the Police Department.

Either way, it is "unacceptable," he said.

Solomon asked a lawyer through the Massachusetts Chiefs of Police Association to review whether Solomon would have the right to take down the site or take other action if it is being run by an officer.

"I don't think airing the department's dirty laundry is a good thing," Solomon said. "It's up, let's get it down, and lets end it - hopefully that is going to happen."

Officer Joseph Aiello, Patrolmen's Union president, said he doesn't know who wrote the blog but had heard talk about it among officers.

"My job is trying to unify patrolmen," Aiello said. "In most organizations and companies, you have people who don't agree with everything. The majority of officers want to come to work, do their jobs and serve their community. They are the best at what they do and there is no reason the community should have to think otherwise."

The Police Department has been under fire for a year since federal investigators subpoenaed police grant records. Since, the city had to pay back $23,000 in federal money and could be on the hook for another $170,000. Solomon served a three-day suspension because of the $23,000 in misspent grant money.

The chief also has been at odds with certain members of the City Council. The council has voted that it has no confidence in him and recently directed the city auditor to the cut his pay.

Solomon said events of the past year have caused division in the department, and he hopes his Web site can help the situation.

"There are eight to 10 people in my department who have their own agenda," Solomon said. "My message here is to stop this nonsense and get back to doing their jobs."

Solomon said he recently instructed captains and lieutenants to talk about team work during roll call.

"Superior officers need to take control of individual shifts and lead them, that's where things will get better," Solomon said. "I asked my superior officers to go to roll call and reiterate, enough of this negatively."

One of those roll calls was referenced on the anonymous blog, criticizing the lieutenant in charge of that shift.

"I thought they gave excellent messages about the shift and you have sarcasm (on the blog) about it," Solomon said. "There are three sides: the negative (people), the positive and the third is trying to stir the pot."

Manzi said he doesn't know if the city can do anything about the blog because it is a matter of free speech.

"In general, I think we've had more than enough controversy and bad press that reflects poorly on the city of Methuen and I don't think we need any more," Manzi said. "I don't think I have the right to take it down. We'll address it in some way, but I'm not sure how."

Manzi writes his own blog about city issues and allows residents to make comments.

On Solomon's new Web site, which he calls a work in progress, there is a message from Solomon and also from Deputy Police Chief Joseph Alaimo.

"I figured it's another way to reach out to the community and dispel a lot of the false rumors that have been spread," Solomon said. "Let the people read and judge for themselves."

The chief plans to add information on events, discuss crime and safety topics and, eventually, ask for residents' input on issues.

The deputy chief writes that the "latest round of vicious vindictive politics is too much for me to remain silent." He criticizes councilors for targeting him and the chief by pushing forward a legal opinion that cut each of their salaries.

Chief Solomon's message posted on www.chiefsolomon.com:

"As Chief of Police, it is my pleasure to welcome you to Chief Solomon On-line, where you can find accurate information about the many false rumors that have been spread throughout our community.

"I am a strong believer that a solid community partnership with police is the most effective way of securing our communities, making them safer for all of us. This is one of the main reasons that I have decided to produce this Web site. ..."

I am very surprised to see this copy of my address to the Massachusetts State Parole Board, given on May 15th, 2007, out on the WWW.
But I am also glad to find that it is obviously important to someone out there, that my voice should be heard.
Thank you, whomever you are,...
The Parole Board has denied Rod Matthews' request for freedom and he will not be eligable for another hearing until 2012.
However,....
On Sep 11th, of this year, Mr Matthews filed a "last minute" appeal for a NEW parole hearing.
"And the hits just keep on comin',..." as the song goes.

Well, I am ready, no matter what happens. God, give me the strength.

We don't like censorship...There are other ways to get the word out.
Oh Scott. Ahem.. or should I say Atom or Sick of the Shit. You seem so angry. Don’t you remember the days when we all used to get along? Now the injustice in the department has just filled your veins like the thick sewage that it is, and ruined another mediocre officer. It’s good to see that your specialized computer training has gone to good use and you have utilized something like Blogger to vent your anger. Or could it be that MPD just didn’t know what to do with you anymore in public, with so many complaints lodged and hid you away in that office? At least now your winning personality is now matched to the perfect career choice.

I’m so glad you pointed out Wnek’s horrible record. We certainly would want the world to know he isn’t squeaky clean right? Of course who is perfect? Do you think he has an assault and battery charge for spousal abuse on his record? – Oh wait, it was dismissed though right Scott?

The poor Spanish boys in the department…do you think they can speak English about as well as you can write it? There is a difference between THERE, THEY’RE and THEIR, and you do the same thing in your police reports too. You may want to do a grammar check too before you post your blogs. There are many sentences that end with question marks and exclamation points and usually the word, BUT has a comma before it, but I suppose the Spanish boys in the department wouldn’t know that. Maybe they didn’t teach you the proper writing of the English language in computer tactics training, or being that you were born in the United States, one might think you would know how to write the English language a bit better considering you do a fair share of report writing correct? Another Methuen Police officer wasting taxpayer’s money sitting in his office just playing around on Blogger. We’re all so thrilled your putting your training to work for you. That’s ok, you finish your Ramen noodles and your hot cocoa, and we’ll wait for you to finish today’s exciting blog with baited breath. I know I personally can’t wait for another installment of Lever’s Ranting Raves!! We are all getting such thrills out of it.

Let’s face facts here Scott. Methuen Police no matter how you look at it have been tarnished. Why do you think that is? Do you think that it’s because Eric DeLeon and Kevin Dzioba are present within the department? Somehow THEY are the ones that have cast a black cloud over the entire police department? Wait, maybe it was Captain Guy or Lieutenant Wnek that suddenly were front page headlines for mishandling grant money. Hmmm, could it be Chuck and Abel that made people sick to their stomachs every time Methuen PD was front page news of the Tribune? There seems to be one common denominator here that has led to the fall of the once steadfast department, and I think we all know who that is. Do you one of the things that makes up a great leader? A great leader puts his men’s needs above his own. Keep that in mind. He has his loyal fans, who all drive the new cushy cars, live in beautiful homes and get all the perks, and his not so loyal fans, who end up…. well.. suspended.

It’s completely amazing to me that someone who is sworn to uphold the law, is constantly under scrutiny for deceiving the law. We learn from our superiors Scott. I guess I can change police reports if I desire, so it may keep my family name clean.

Methuen Police are actually comical now to the outside world. We’re a laughing stock to my family. When my uncle heard about the “TV” incident he ROARED in hysterics.

“Who do you think sat and watched TV with them? Who do you think installed those TV’s? The TV’s were there for years, and NOW suddenly, in the midst of intense, highly public scrutiny the boys watching TV’s are a problem,” he said and shook his head in disgust like most people in the Merrimack Valley that are following this department’s downfall.

Anyone with some sense can see the picture here. Let Wnek be the scapegoat, but the reality is this only made Napoleon look even more paranoid than he already does.

You speak of loyalty in your blog. Wnek was once Napoleon’s loyal peons and now look. Maybe you should watch out Scott because you could be next. Should we be loyal to corruption? We’re walking on a mine field in that department everyday waiting for something to explode. Where’s your loyalty to the Union Scott? Your confidentiality in all union matters is masterful. How do you sleep at night? You tuck your two boys in and tell them it’s ok to steal? Daddy’s boss does it. Daddy is ok with it and he’s LOYAL to his boss! It’s ok to betray, and lie. Daddy’s boss will take care of us so everything is ok boys. You GO SCOTT! They must be so proud of you. Just don’t cross Napoleon, Scott or you could end up like Wnek.
