The bridge to the mainland is closed as Hurricane Dolly gets closer to land. Officials say the winds are too strong to allow for safe driving. [Notes:rain through windsheild, palm trees in wind]Forecasters say the hurricane could dump as much as 15 inches of rain on the region. [Notes:NOAA video]Dolly is expected to make landfall somewhere along the Texas-Mexico border On both sides of the border, people are bracing. [Notes:various interiors at shelter, people eating] The governor is there, helping out. Hot meals are being served. City officials say five shelters are open and three more are ready in case they are needed.
