Traffic planners say if voters reject the Trinity Toll Road, the most likely alternative is a highway along Industrial and Irving Boulevards. Such a speedway, paralleling the Trinity river on Dallas's downtown side - just outside the levee - could cost hundreds of millions of additional dollars. But there would be other benefits.
